Print PrintDuring the fourth session of the 13th Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference held in Hangzhou from Jan 13 to 16, political advisors from Taizhou made their proposals.
Mao Xu, director of Taizhou Library, proposed increasing access to high-quality cultural resources at the grassroots level. He noted that mobile libraries, which deliver books directly to communities, have already proven successful, with over 500 reading stations built across Zhejiang.

However, he said remote rural areas still struggle to access these resources due to geographic barriers. Mao proposed integrating county-level mobile libraries into the public cultural service network to expand access to cultural resources and foster a rich cultural environment throughout Zhejiang.
Another key area of focus was the development of the low-altitude economy, which has rapidly emerged as a strategic new industry. Chen Lingxia, chief financial officer of Zhejiang Tianhuang Pharmaceutical, shared her views on the potential for developing this sector in mountainous regions.

She noted that Taizhou's favorable geographic conditions — ideal for low-altitude tourism, emergency rescue, and logistics for local agricultural products — could be harnessed to drive new economic growth.
She proposed that the provincial and municipal governments increase policy support for low-altitude economy pilot zones, with a focus on infrastructure development such as drone networks and landing sites.
