At the southwestern foot of the Baiyun Mountain, Jiaojiang district, Taizhou, the 22.84-hectare Civic Square lies opposite Turtle Mountain, with the Taizhou Administration Center on the west and the crossroads of the Government Avenue and the Central Avenue on the southwest. Featuring natural landscape, ecological and open space in a coastal city south of the Yangtze River, the square, composed of the Assembly Square, the Cultural Square and the Waterscape Park, began construction with a total investment of 220 million yuan ($31.9 million) at the end of 2001 and was completed in May 2003.

The Assembly Square can hold a 50,000 person meeting. The Cultural Square's main parts are a barbered triangle lawn and a large triangular-shaped area of shallow water. The central axis flanked by boulevards is the leisure venue for citizens. The Waterscape Park creates a leisure land for Taizhou residents featuring water, fountains, flowers, trees and man-made sculptures.
